Catalog of industries, products and technology encouraged by state with priority for development

To promote the strategic rationalization of the province's economic structure, to assist the industry upgrading, and to foster and develop the business competency, the former State Planning Commission and the former State Economic Commission revised “ The Catalogue for State Key Industries, Products and Technology” in 2000. Industries, products and technology that fall in the following items are the designated state promotional key projects:

1. Those that have a great market demand and are helpful to develop and expand the domestic markets in a considerable time frame after 2000;

2. Those that are of considerable technical contents and are of help to promote enterprise equipment and technology upgrading and to raise the industrial competency;

3. Those that enjoy a domestic technical foundation for R and D and industrialization and that are of help for technical renovation and generate new economic growth supporting points;

4. Those that satisfy the strategies for sustainable development, resources saving, and eco-environment improvement;

5. Those that are faced with lagged supply capability and are of help to improve the supply capability and assist the rationalization of the economic structure and to maintain the rapid, stable and healthy economic development;

In accordance with the above-listed principles, the state has determined 526 products, technology and some infrastructure facility and services in 28 areas as the keys for business promotion. These designated items are the guidelines and major considerations for economic strategic rationalization, and investment structure improvement as well as for the investment approval. The domestic investment projects that conform to the category shall be exempted from the import duties and the import value-added taxes for the self-use equipment whose purchasing expenditures are within the total investment value and that are not listed in “Non-exemptible Items for Domestic Investment (revised in 2000)”.
